My iCloud and find my is greyed out in my settings, I am on a iPhone 13 Pro Max, my software is up to date with 17.2.1. I have tried all the following things I found online. restarting the phone (several times after trying the methods below) checking software is up to date; checking screen time content and privacy restrictions are off

The FindMy app doesn’t automatically sync after you update to iOS 15. Although the app loads and seems to work fine the “live” feature doesn’t automatically go active. in order to get this working you manually have to REMOVE all your contacts from the map. And stop sharing your location. Restart your phone.
You can also stop sharing with a specific person, or turn off Allow Friend Requests. 1. Open the Find my app. 2. Select the Me tab. 3. Turn off Share My Location. If the issue persists, then reach out to Apple Support directly to help investigate the behavior.
