Hi I was having the same issue and this is what got my yahoo account working with windows 11. Settings-Apps-Installed Apps-Mail & Calendar advanced options-Scroll down and terminate the running processes. As soon as I re-opened the mail app all my yahoo emails starting downloading from the server. Hope this helps someone.

Restart the device later. I'm Greg, 10 years awarded Windows MVP, here to help you. They want us to use an App password to first sign in to Mail app, probably a runaround to keep half of their users from leaving and not seeing the ads: Generate and manage third-party app passwords | Yahoo Help - SLN15241.
The drop down appears after clicking on the plus sigh to add Acct. Delete all previous versions, close mail and calendar, right click, refresh on desktop two times then add yahoo Acct. Authentication happens immediately and allows the account to be added. If not, check WiFi router settings. JO. JohnPutz.
If you click the three lines at the top left to open the menu, then the cog for settings, click manage accounts. Select the email account and change settings. Then options for syncing. Then change the drop down for download new email to the shortest available setting.
Even if you've tried some fixes try them again in this sequence: 1) What often works to fix the Mail app is to go to Windows 11 Mail Settings (gear icon at bottom of Inbox) then Manage Accounts, then choose the problem account (s), then Delete the Account. Restart PC and retrace that path to add the account back.
