On November 12, 1903, because of public dissatisfaction with the 1903 2-cent Washington "Flag" stamp, the Post Office issued a new 2-cent stamp featuring Washington's portrait within a shield of stars and stripes. The two-cent piece was produced by the Mint of the United States for circulation from 1864 to 1872 and for collectors in 1873. Designed by James B.
